"For a week now, I haven't been able to download any files. The torrent info displays: 'DHT, Local peer discovery, and peer exchange - not allowed, cannot establish a connection with the server.' Have I been banned, flagged, or somehow restricted from using it? I can download other torrents (from other sites) normally."

Ok that torrent client works fine so its not that. Windows 7 shouldn't matter either in theory.
Hmmm.. Try qbitorrent just in case...

Downloading with qBittorrent works without any issues, uTorrent and BitTorrent don't connect to the server, so the problem has been resolved. Thanks.

That is at the same time odd (I have been using utorrent 2.2.1 for ages without problems) and awesome to hear!  I am glad it works, well done and enjoy!
